Thanks blckgrffn! A little googling helped me out. I had to manually set the mode to Full RGB. Once I did that, text crisped up. I also had to manually set 60Hz mode in Windows.
Success! Thanks to everyone who lent a hand! Installed the latest non Beta Radeon drivers from November and we are rocking and rolling! First time getting to enjoy the 4K on the 40" Vizio TV I purchased. I'm glad to see the text isn't too small for me at 100% DPI.

That's a pretty old laptop.
First, your cable being HDMI 2.0 doesn't mean you are outputting HDMI 2.0 to your TV. That laptop has HDMI 1.4 which does not support 4K.

It definitely takes both and would need an 8 to 6 adaptor to use two 6 pins for power. The original packaging came with one, if it doesn't come in the box (this was open box) the this is a moot point anyway as the old PSU doesn't have an 8 pin GPU connector.
