I don't know if its the same as HVAC, but I don't understand why it would be different. You can flow your transfer medium too fast to effectively cool. In other words, you need to have the flow going slow enough to have the time needed to transfer the thermal load. Fast flow is not synonymous...

That would depend greatly on where you live I would assume. My local MC is out of 3600XTs. So looking elsewhere, if I wanted a 3600XT it's about $245. The 5600X (presuming it's available of course) is $299. I wouldn't call the 3600XT at least "Great value". It's been $220 at MC for months...
