If you let the CPU clock down when not in use then you should just set it the highest stable frequency that it will run on your preferred voltage (without Turbo core).

It can be undervolted like crazy and run at stock speeds, or kept at stock volts and bumped up ~30-40%, or overvolted and run waaay out of spec :P
