Have you considered asking your ISP for static IPs? Try to get 2 IPs (i think you will have to buy a block of 3) and then just setup the cisco on a separate public IP from your personal network. Might be cost prohibitive but its a solution to your problem
you are going to have annoying issues with the VLAN and non-intel NIC. BSD doesn't like NICS that aren't intel based. I'd try to get a cheap desktop with a dual port NIC to avoid the headaches associated with a laptop build
If the box was never opened and the battery is removable i doubt the manufacturer ever installed the battery. If it was they likely only charge it to around 50% which helps preserve cells when stored. Theres likely degradation, but I doubt its that big of a deal.
you can get a wireless HDMI extender but they can be flaky

Have him plug directly into the outlet and bypass any surge protectors and power strips and see if that helps. Powerline networking doesn't always play nice with those.
I have a Yoga13 and it's a great laptop but has wifi issues at times that I seemed to have fixed with some driver updates. The included wireless adapter doesn't support 5G which is rather annoying. Have you looked at the Thinkpad X1 Carbon touch?
I own a Yoga, but for what you are saying with the pen input and such I think you would like the Helix better. It is quite expensive though what's your budget?
Rj11 jack. Sounds like its some sort of serial receipt printer. You can find USB to serial converters all over as well as db25-db9 cables. I would look up the printer model just to be sure of avail drivers and what type of port it is.
The rj11 is usually for cash drawer plug in so the drawer...
