The error message is saying that the cloud provider isn't running. Likely, the shortcut is saved in Onedrive and Onedrive isn't logged in. Thus the error.
Could've been a cable, too, if you didn't use the same cable it was originally connected to. It's always amazed me how a cable can just stop working correctly when it just sits in a case. The flat ribbon SATA cables in MacBook Pros were notorious for failing.
Last year, I bought an AM4 motherboard that obviously still had a processor on it (heatsink still mounted) for parts on ebay for $20. Turned out the board was bad but the 5800X on it was good. So, yeah, I believe it.
The only thing those PSU testers are good for is telling you that the PSU is bad if one or more rails don't have voltage. They don't test a supply under load so they can't really tell you the PSU is good.
I don't know if it's the absolute fastest since I've never timed it, but robocopy is, hands down, a much more robust, useful tool than xcopy. I've never really done anything with the powershell tool.
The scalper-fu was high at Newegg at launch. Twice I already had a card ostensibly purchased (in my order history and confirmed) only to have Newegg cancel due to insufficient stock. So stopping to look at anything first would barely make a difference.

It means that 1 bit out of every 125 trillion terabytes read is unrecoverable. No reference to how often it happens. This is, of course, an estimate. Very little effect on video recording.
