There is no physical delete in either case, but you are marking 100s of files as "deleted" (100s of writes) while a format (in camera, of course) just marks the whole filesystem as empty (very few writes).
No camera I know of formats the card in a way that overwrites the actual content, that...
I think I could live very comfortably with any Nikon and the 35mm f/1.8. The D3200 is a good choice for beginners, the D7000 or D7100 have much better AF and controls.
The image is quite pleasant, I like the light and the kids expression.
Your editing seems to have introduced very weird artifacts: take a close look at the eyes and teeth.
Immediate improvements would be to exclude the person on the right from the frame and perhaps stop down a bit more...

Really beautiful scene. It looks postprocessed with some kind of "vanilla" preset, but it works quite nicely. The longish exposure time seems like the perfect blend of motion and serenity.
