I've never seen the host_speeds command before. I think most people bring down the console and type:
net_graph 1
or
net_graph 2
or
net_graph 3
You can also put net_graph in the shortcut to HL.EXE. You can find out a lot of info here.

NFS4: Have you tried syncing your IPAQ with XP over ethernet yet? Mine works the first time with Win2k, but when I change networks and toggle the IPAQ's IP, SM, DNS, etc. it doesn't work anymore. I have to reinstall activesync to get it to work again. I've tried WINS, but that doesn't help.
What kind of internet connection is it on? I'd definitely put a better CPU in it. Maybe an ATA100 7200RPM hard drive would help a bit. Your RAM is fine. I'd make sure that your clients/server is using the most recent game version, etc. Some maps are designed for a certain number of players...

I got my "12.60" from there, too -- as well as from a few other places. I remember visiting a site that had v5 -> v12 drivers on it, but I lost the link. It's too bad some lamer(s) DoS'd 3dchipset.
My GF3 properties list it the same as yours, but I was curious why Windows display properties listed it differently. I think I downloaded one copy of 12.60 that Windows labelled as "12.60," but I lost it and I believe it came from 3Dchipset.com (closed). Maybe someone just changed...
