Question Can the AMD 3900 processor transfer Netflix 4K which is 25mb?

The 3900 doesn't have integrated graphics, so no, it can't display 4K Netflix by itself. Of course, it also can't display anything by itself. You need a GPU and 4K Netflix support will depend on the GPU you have.

Question i5-8265u vs i7-8565u in Dell XPS 13 (2019). How much difference?

I'd go with the i5 with 16gb of RAM. The speed difference between the i5 and the i7 would be pretty small. You can never have too much RAM, especially if it's soldered to the board (I don't know if it is on the XPS). Though, if you plan to do a lot of video editing, it's probably worth looking...
