I wish I could tell you, we don't get our hands in the manufacturing side of things and we have not removed any of the heatsinks off the modules we have in the lab. I know you are looking for the D9s, I can tell you they are very responsive to high FSBs. ;-)
Like Fallen Kell said, the Tracer modules have LEDs on top that flash when the system is running and they have blue/purple colored lights by the gold leads which lights the area up around the memory slots. The cool part is the top lights flash faster when the memory is used more.

First thing to do is download CPU-Z and see what the default Dell timings are so you know for sure. Never take someone else's word for it. The OCZ memory might require something more from the computer then the computer can give. I think it would be best to match some new memory with the timings...
Upgrade to more memory if you need to but I would seriously turn off some of those startup programs in msconfig. You must have some bloatware stealing your memory. Going to 768MBs will help a bit if you really must but I think going to 1GB would be overkill for what you are doing unless you see...

That system uses PC133 non-ECC/REG type of memory. You can use either CL-2 or CL-3 and will take a maximum of 1024MBs. I would recommend getting at least 512MBs for Windows XP and make sure you do a BIOS update before installing the new memory.
With all things considered you should be able to use PC3200 in that system as long as it is ECC/REG memory. We do not have any track record to tell you for sure that PC3200 will work. I would recommend buying the PC3200 from a place that will return or exchange the module for the PC2100 ones if...
The Corsair memory will be just fine as long as they are the same speed as what was in there. We have memory for that system as well just not at that price.
I would go with at least 1GB of memory for what you are doing. Even though the light gaming does not require a lot of memory the video/audio editing/mixxing will take a bit and depending on how many windows you have open 1GB of memory should do the trick.
Getting faster memory will not help you. Dell locks down the BIOS settings and the system will just default to the rated speeds. Stick with DDR2 PC3200.
Like Dave said, the 256MB modules you are trying to use are probably high density and will not work in that system unless you do a BIOS update and even then they might not work. You need low density memory which has black components on both sides to get the 256MB modules to work. They are priced...
The memory should work fine in that system. The PC3200 will just clock down to the speed the system can handle unless PQI memory will not clock down which I do not think is the case. Have you updated the BIOS and tried re-installing the system drivers, I.E. chipset drivers and video card...
