It works for people outside of US as well. A friend of mine works in the UAE and got his iso but in en-uk format although he's using the en-us version of Windows.
No need to unplug the ethernet cable (especially if it's tucked away behind a heavy desk). Just hit "create a new account" then select "Use Local Account" option.
Are you sure you're using the right setup file? There are two versions: one for 8 and another for 8.1. The links for those setup files are very closely placed on MS's website so you could've downloaded the 8 version by mistake?
Edit: I guess you're trying the "run 8 setup first then 8.1 setup...

I used to run two VMs on an i5-2435M (don't know if it's considered high-end by any means). I would recommend a minimum of 8GB RAM. Also a SSD helps a lot.
I noticed it when testing the 8.1 RTM. But you can disconnect the internet connection prior to the installation then the MS account setup is not required and the local account setup is available.
Your PC is clearly not designed for Windows 7. Can't do much without some hardware upgrades. At least add additional RAM, and that will help a lot. But then again, your PC requires one of those old RAM type which tends to cost more than the current technology. If not, just stick Win98SE or...
Font rendering for metro stinks big time on my laptop with 1366x768 resolution (13.3 display). Especially the fonts used for the charms bar and PC Settings page where big font sizes are used, the lack of cleartype is extremely noticeable.
Well you can make your own Windows installation CD (or USB) with all the updates/patches applied. But you would have to update it on a monthly basis to keep it current.
