Well I the answer came to me today. I was worried about this but I thought all was well after a month. The Zalman ZM-80D VGA cooler at about 1 pound was too heavy and was messing up the agp port and the cards connection to it.

Yes I have 2 brands in there and 4x256mb. I was able to figure out how to get it to 1:1 but what I found odd was that I was able to post with a 235mhz speed but then my Bios had a bad checksum and I was forced to reinstall the Bios :( (I did this all the way down to 215mhz reinstalling my bios...

The problem with me understanding things in terms of ratio is probably due to the fact that my BIOS has no mention of a ratio other than A CPU/FSB but thats in the description of the multiplier (12x).

Well on my first go around I got a 43m27s on a 2.4 P4 which doesn't seem too bad at all.
