Usually when the fan ramps up to 100% it had an issue getting power from the PCIe connectors. If you have others coming off the PSU to test with I would start there - then try another PSU or your card in another system.

Can you check the Vbat voltage in the BIOS? If its below 3V you may need to replace it. Is the battery firmly in place? Do you have a reset CMOS jumper on the board that maybe in the wrong position?
Hrm, try uninstalling afterburner and trying precision (evga.com/precision). We recently added voltage control. Ill double check tomorrow but I am almost positive you should be able to turn up the voltage on that part number.
