Thank you for your encouragements to finish installing and test it out. Finally had some time to tinker, and with AMD drivers installed I ran CrystalDiskMark to the following results:
Definitely operating at greater than SATA 1.5Gb/s although BIOS still reports it as such.
I may actually have a solution for you to try. If the M4 is reporting UDMA5 it is operating in IDE mode.
Switch it to SATA/AHCI mode in bios, or try a different SATA port.
I have not gone as far as messing with the OS, as the drive was reporting 1.5G in the bios, while my SATA2 HDD was...

The board is SATA2 capable, and my Seagate SATA2 drive shows up as 3.0G. If my old SATA1 Maxtor drive is plugged in, it of course shows as 1.5G...

I indeed went with the sempron and it's doing pretty admirably, considering it's some 4 years old.
I self-modded the compaq bios to give me access to the memory timings, and I'm using Clockgen in windows to push the Sempron to 2200. The xt850 is also getting a dose of catalyst overdrive.

the Pentium M (P-M) is what you are referring to. its celeron is the celeron M with half the cache and missing the speed step tech.
the P4-M IS based on the desktop pentium 4...and its celeron is the "mobile celeron"

ok, so I've a got an HP laptop (Quanta OEM) with a 15" XGA (1024x768) screen.
i haven't dissasembled the thing yet, but i'm fairly certain it has an AUO brand LCD panel.

Gwag, the PC-Chips board that came free with the Duron is a KT266A Board. the max FSB setting is 165. i've only found 155 stable...and it even seems sketchy sometimes so i'm gonna stay at ~150
