I have experienced this same thing and had to use a file browser to access the content of that folder.
I am assuming when files are downloaded they are stored in a database on the phone and the downloads app accesses this database as oppose to just reading the content of the folder
Good phone but lacks trusted voice. As a result of this I can't "ok google" from the lock screen and have it proceed without it asking for me to unlock it first. Google fucked up here because the processor is capable of handling this

Its the phones OS if I am not mistaken. Samsung(and others) baked it into versions of Android that didnt support it.
Anything lollipop and up supports it...of course you will need a camera app that can shoot in RAW also
