If you plan to use it (copy, burn, whatever) while performing other intensive tasks SCSI may work better, thanks to much lower CPU utilization and not interfering with your IDE read-writes. Otherwise, 32x IDE will perform much better.
In my case, four-drive RAID 5 was roughly 30% slower than three-drive RAID 0. (10k SCSI-160)
I use software RAID though (Win 2k server). I heard that RAID controller can improve significantly performance.
In your case (for IDE RAID 5 you need controller anyway) you may have better score.

Try downloading new drivers and load it when setup asks for additional drivers.
I have win2k on IDE drive and Tekram 390U2W for CDRW and scanner. 2k didn't see my drives till I reinstalled a driver.

Still CPU utilization is of some importance since mp encoder uses everything available, up to 100%

Do you have any non-LVD devices on the same channel with HD? (CDR, DVD etc.)?
Do you have appropriate cooling, airflow? (I had problem with drive showing 40 instead of 160 until I got proper airflow in my file server)
