'Grats on the 8800GTX, would love to get my hands on one someday... For now, I'll be updating to one of the former last-gen regicides, the X1900XT. Better late than never, eh? :)
IIRC, the 7300GT only has 4 pixel pipelines, whereas the 7600GT has 12. All the OCing in the world couldn't bring the 7300GT to 7600GT, and that's where the X800GTO2 wins out, especially since you could get all 16 pixel pipelines and potential overclock to XT levels with it, which would pummel...
That's what I said at the end, the basic answer is indeed 75%. Someone else explained it nicely above, so I don't feel like repeating it, nor do I feel like getting into the deeper statistical analyzation, which I did more than enough of last semester :confused:
Sounds good. Better than the X1900XT I'll be getting soon enough (Although that's still a lot better than my current X850XT... :D )

Well, if you wanna go cheap, I'd say find a nice, cheap 7600GT. They can be found on the 'Egg for ~$130 (Maybe less since I last checked). A bit over your $100 budget, but the advantage is apparently mind blowing (For a mainstream card, anyway), and should run Supreme Commander beautifully...
Then you, sir, are missing out on one of the greatest PC gaming experiences to date. CoH is an incredible game, and now I need an 8800GTS (Or X2800XL) to see it in it's DX10 glory! Wah!
Not sure 'bout the nVidia side of things, but my X850XT is keeping up with the game pretty well for the most part- As others have mentioned, its the shadows that annihilate performance, especially when indoors.
Well, if the 256MB is working fine for you in CoH, then I guess it's just that my video card simply can't handle the higher res textures in general in 'ultra' textures. At least now I feel a little better about the idea of sticking with 256MB...
