I believe that's based (in part) on the Wi-Fi data that google records during its Street View photo-taking drives. I've had the Maps app on my iPod track me on the road without actually having an active Internet connection while traveling (only connected prior to going out).
You may need to remove the entries while booted into Safe Mode. They're probably programmed to check (when they're running) to see if they're in the startup menu, and re-add themselves if they aren't. If you remove the entries from Safe Mode, they shouldn't be running in the first place, so...
In NY, at least for the NY Lotto, you choose when you buy the ticket whether to receive the lump-sum payment or if you want annual payments. I'd imagine it's the same for the Mega Millions.

You should have 3 mouse buttons, if your Thinkpad is anything like the ones I've owned. Hold the middle one down, and you should be able to use the trackpoint for scrolling.
