No way, as far as I know, Athlon or XP doesn't have thermal diode inside like the Intel CPU, there is nothing to do with chipset.

which temp to trust?!?

Trust nothing, the sensor or the thermeter is not attached on the CPU, but with a slight "gap", either BIOS or S/W has to compensate the number by the programmer, and it's all experience accumulated, yes normally BIOS's number should be closer to real one, as they should work with the H/W...

No, most chipset and MB doesn't support 66/133 configuration, even if it does, there might be stability issues.

There will be no beep if the CPU or flash is dead, most likely it's still your VGA or DIMM, check out your mb manual or the supplier for the beep message.
