Thanks for the replies. In trying to fix it I determined that the problem was in the cable in the few inches before it connects to the monitor. A new cable willl be needed because trying to fix it made it worse.

Go to your dialup properties. In Dial Up Networking folder, right click the dialup account and click Properties. On the Dialing tab you should see "Disconnect when connection may not be needed". Uncheck that and you shouldn't get the popup anymore.
