AIM Phoneline offers a free service like this, but the only way to find out if you have voicemail is to log in to their site or to AIM, which isn't exactly practical.

For the player to only play at 32kbps would be idiotic and I imagine more expensive to implement. My guess is that the either it plays all mp3 files up to 320kbps and 32kbps is a typo, or that it has an unmentioned mic and can encode voice audio to mp3 at 32kbps.
