Sudden no video output, then it worked, then it didn't

That is a lot to take in. If I'm reading correctly almost every thing in the box was changed including CPU and GPU. The PSU is suspect since it was reused, specifically the power to the video card or that cable. Make sure you don't have a pin that is worked loose. If that isn't it the issue...

At a minimum the HD/SSD can be extracted and data retrieved. Do you have any spare parts laying around? Like a power supply? How about a meter? You can short some pins and measure voltages on the PS. Is the monitor good? Can you swap monitors around between systems? Any beep codes?
