I need to choose between the following desktop rigs (both for the same price):
*I don't have plans on doing overclock and I will use it for CS:GO only (I've heard that this specific game has something to do with specific CPU types in terms of performance difference?)

You can limit here with appropriate limited authorization settings (so that she will not be able to change system settings, delete system files etc...)
If you still got a warranty for your laptop - use it.
If not - try to clear CMOS (restoring the BIOS to factory settings)
Take out the battery, and plug the laptop to the power charger - does the problems still occurs?
If it happens in completely other computer and other ISP, the problem is probably from their servers.
I assume that this problem disappear in other streaming services (?)
You can try to test the PC with Prime 95 / OCCT in order too check if the problem shows up in high LOAD situation.
When you run one of these scans, make sure you check the temperature (in load condition)
Also run MEMTEST 86+ scan to check if the RAM dimm's / slot's are damaged.
Try to change the Hauppauge 2250 to other PCI slot.
Also try to see if there is an available BIOS update in Gigabyte site, that is related to your problem.
Please look for distended caps in your MB.
This is pretty rare problem though, but it's worth checking it.
