How can I transfer data on hard drives?

Yes, you want to use imaging software like Norton Ghost or Acronis TrueImage. Easiest would be to connect both hard drives to the same system with a third drive installed that has enough space to back up both the others. And obviously you need to have less than 40GB of data on the 200GB drive.

I used Acronis True Image 10 to clone my drive

Try looking in the OS forum if you're getting permission errors on the files. I believe you will need to take ownership of them if you are trying to read them from another system (and you'll need to be logged in as an administrator on your current system to do so.)

DVR on a PC

With a hardware encoder card to do the heavy lifting in terms of recording (like a Hauppauge PVR-150), not very. With a cheap software encoding card -- going to MPEG2 isn't too bad, but recording straight to MPEG4 ('DivX') will probably be too much for an older CPU unless you are running...

Basically -- something is not right in the firewall configuration on either one or both sides. Some programs will need ports opened on both ends. Try setting your computer up with a static IP and then forwarding the ports that way in the router's configuration. Trying to do things with UPNP...
