Graphic card for programming/adobe suite programs

What version of the Adobe Creative Suite are you using? If its older go with an Nvidia card, the newest one was designed to work with OpenCL and should work fine with an AMD Radeon card.

Why go 3570 if its not a k version? You can save by getting a even lower model non overclockable i5.

S12II they have been shown to be able to pull more then rated.

Building new comp, keep or upgrade GPU(s)

I guarantee you would see a performance increase from something like a 7970 which is in that 300-400 dollar range.

http://www.newegg.com/Product/ComboD...=Combo.1029246 Bundles help. If you dont like that get the cheapest 1155 i3 and whatever board you like that fits in your budget. 6950~7850. If you can get the 6950->6970 it will be better.

Power Supply size?

There is ATX Micro ATX and a few other standards for power supplys. Most common is AT which is what your Antec 630W most likely is. The HP might use a Micro ATX if it is smaller then your Antec but without a power supply model number or at least a picture I couldnt tell you for sure.

What Happens When You Overclock Your Radeon GPU Too Far

Crashing is a good thing. Means you know when your settings are wrong and you have either maxed it out or need to up the voltage
