I would suggeat getting your hands on a system speaker and connecting it to the motehrboard. Chances are the board is throwing an error code before it restarts. This could help you figure out where the problem is at.
You won't find drivers for it. The card is pretty old and ATI produced a few other versions of it later on but none that came close to crossing over into the Vista and Win 7 time frame. As you know Vista and Win 7 use a different driver model then XP. Since ATI has no longer makes the card and...
The pro keys should work on the pro CD. But they may not. The Home Key will not work with that CD. BTW the CD you have won't have a certain key asigned to it. I beleive there is an algorythum used to verify CD keys.
You may have to run Linux on those laptops.
Your best bet will be to locatet the controller chip on the board and look it up. Then you may be able to find a wireing diagram for it. I assume you have the software and drivers needed for your system to use that.
You may run into problems and be forced into a full reinstall of Windows after the swap. THe driver cleanout may not be good enough. So make sure to get a backup of any important data on the main drive before you start.
I think a good UPS would be your best option. Make sure its Line-interactive. This will ensure your system gets good clean power even during the short period in which the AC may cause a brownout situation starving the PC of power while it's compressor kicks in. The built in surge suppressor that...
Why do you need optical input? There is next to no difference in quality between the optical and componant audio inputs.
Problem is most only offer optical out not in and out. Here a couple i found. Different brands but they look like the same device...

There error message you posted is from a power failyure not a PSU that is uder powering the system.
Have you tried updating or rolling back you GOU drivers? Assuming there are no porblems with the PSU it should offer plenty of power for your system. Unless you have the CPU highly OCed.
If the card you get doesn't need an additional power connector from the PSU then the stock PSU may be enough. The card can only get a max of 6A from the PCI-E slot. You'll be stressing it but its doable. Either way a second PSU can be used to power the drives and any other thing that don't get...
