1. I'd be surprised if the mobo doesn't have the capability to run the memory at 1600, but if not, it won't be a problem running DDR3 1600 at 1333.
2. To my knowledge you're restricted to FSB overclock with that chip and it doesn't seem like these newer chipsets lend well to FSB overclock...

I have had older LGA 775 motherboards post and even function with an unsupported CPU. They usually just can't read the multiplier or FSB correctly. Something must be special about the new motherboard or CPU technology. I'm still learning about the newer stuff. I still run a 5 year old...
While I don't have first-hand experience with TP-Link, based on the reviews I have seen of their products at Newegg, I would have no reservations buying one of their products. Go for it!
Just for reference I use Prime95 for CPU OC stability and Furmark for video OC stability. Run em both simultaneously if you want to feel really good about stability.
Still using 3dmark06 for benchmark because I'm old school ;)
BTW I bought one of these last go around and have had zero issues. I'm sure there are some duds but aside from the part number there were no indications that I received a refurb which is indicative of a good refurbishment IMO.
