On the board, close to the base of the heatsink, there is a support for the heatsink clipped to the motherboard on two plastic pins. Push the tab on both ends toward the heatsink and it should unclip.
I see you said that you had done a low level. Is the hard drive utility the one you used to do this? Use your hard drive utilities. They should contain a program to write zeros to the hard drive. This has been the only way I have been successful at removing NTFS. Possibly a bios update may help...
Some Delta fans will kill fan headers on a motherboard. Anyway, did you test the cpu on another known working machine to be sure the processor did not take a dive as well???
My board shipped with bios version 2.4 and had similar issues. It would post once and then not post again. I now run verson 2.7 with the memory timing set to spd and it works flawlessly. I am also using Win98. Hope this helps.
I have mine running with bios revision 2.7. MSI has a beta bios 2.8B2. You have to get it from them. It is supposed fix the issues. It did on a friends pc. Before 100fsb only to 133fsb stable. The beta would cause my machine to lose partial secondary ide usage,ie; dvd rom drive.
