Yeah, the benefits are a-many. The reason the government and other organizations are providing these added benefits to hybrid drivers is to promote an incentive to clean up the environment. I can't wait for Boston to approve free parking for hybrids! Then I don't have to worry about those...

I know this may sound silly. But, why has no one cured the common cold?

That's pretty much right on. There is an enourmous amount of viruses with similar effects (runny nose, sneezing, coughing, etc.) If you get one and don't die, you become immune to that specific one. But there are hundreds, maybe thousands and those little guys tend to mutate. Mutate a lot faster...
