And if that was the issue try reducing your max connected peers/seeds when you get back online. Many ISP's find p2p by checking for crazy high connection counts and then 'discipline' you for it.

Are my PSU voltages too high?

Super high voltages and a dead mobo? Going with a bad PSU fried the heck out of your mobo. DISCONNECT YOUR HARD DRIVE BEFORE DOING MORE TESTS. With your 5vdc rail so high it will most definitely fry your Hard Drive if you keep it connected. It's pretty rare for a multimeter to read incorrectly...

Adobe Flash Player Update won't go away

You could try using a browser that doesn't fail in every benchmark possible. Google Chrome, Mozilla Firefox, and Opera outperform the crap of IE, better support current standards, and set the curve for functionality. IE is terrible. There is no arguing with this.
