How do i measure mAh in regular and NiMH batteries?

There's a difference between milliamp-hours and milliamps. Both those meters will measure the amperage (mA or A), but neither measures milliamp-hours. As mentioned above you'd need a lot more hardware to calculate the milliamp hours.

Final Fantasy VII Gurus... give me some help!

The only patch I knew of for the PC version was to update the game to be compatible with Windows XP. Without the patch the game will crash every time you try and start the Chocobo Races at the Golden Saucer. I believe that patch is available from Eidos' site.

So My Brother Got Into a Car Accident....

Most insurance companies don't accept weather conditions as an excuse for a collision. It's the driver's responsibility to drive appropriately given the conditions. Cars don't hydroplane for no reason. I'm willing to say your brother will probably be 100% at fault, if not somewhat less.
