It would be nifty if Microsoft were to (somehow) sell licenses to install WP8 on "unlocked" Android phones, but it's not there and WP8 is a pretty hard nut to crack, I gather.

Not for a newer laptop - laptops are a wholly different market compared to a desktop. What you have is a fairly decent deal, I'd say run with it if I were you.
I was considering getting a NUC myself, but:
- I'd wait for the Haswell refresh
- No headphone jack kills the deal for me

The learning curve for CS is really high compared to a lot of games, due to people that devote hours upon hours playing that game.
Like Kaotik said, you have plenty of reasons not to get it - it really depends on how much time you're willing to devote yourself to getting better at the game.
