I think that when filtered through price it's tough to beat p965. When you ignore price, 680i and 975x are the choices.

My DDR2 1000 is not overclocked - it won't post @ DDR2 1000. I've manually set the timings (5-5-5-15) and voltage (2.2) at bone stock settings and it won't POST.

If you're not doing SLI I think a P965 based board (like the Gigabyte DS3) would be a better choice. They overclock very very well.

My E6600 will run 1500FSB (375*9 @ 3.375GHz) without any tweaks - just FSB change. I haven't tried changing the voltage as it's not been necessary.
I have DDR2 1000 RAM which I run @ 1000FSB 5-5-5-15 2T. Every time I switch to 1T it hangs during POST. I haven't spent much (really any) energy...
This might be a better solution for you.
All of my fans are sleeved bearing crappy case fans. When I slow them down, they're silent (and still move adequate air).
