If its still under warranty, I would try and get it replaced under warranty. But if it's out of warranty, you can always open it up and change the fan yourself. Changing the fan is pretty easy. Any fan really would work if you changed it yourself.
I'm currently running win7 64bit and using UltraMon. I like it alot. Just like you, I wanted different wallpaper for each of my screens. So far no problems for me.
I think it's the PSU but that's just me.
I had a similar problem happen to me where the computer was on and ran fine but then when it was off, I couldn't turn it on anymore. But in the end, I did have to replace the power supply though.
