User Permissions in XP Home or Pro

I need to disable internet access for a user, but he still needs to be able to use the PC. Is this possible? Thanks for your help. As the Admin of this computer, i need internet access when i log on.

lian-li pc v1000 and enermax all in one noisetaker 600W

I was wondering if this psu will fit in my case? OR What would you psu would you recommend to cope with a x2 3800 Manchester, 2 G's of ram (still undecided), and a 7800GT on a DFI lanparty UT nF4 SLI-DR Exp? Correct me if i'm wrong, but aren't we concerned about the amps over...

I'm working on my Senior Project and wanting to use a Voice Synthesizer. I'm wanting to program a chip into saying "You've got mail" and other various catch phrases. I thought i could use my Atmel 8535 or Atmel 1200 chip, but it seems that you cant program a sound file into those chips. So...

When downloading from a FTP server, when no other computers are on, i can only download at 85k, when my roomies computer is the only computer on, he can download at 300k+. The settings on the router are the same for every port. I'm completely stumped on this... Please help
