Sure, but he also wouldn't have been shot if had not dived into his truck like he did. Just like you're less likely to get shot when sprinting towards someone screaming "yo you got a problem homie" and other dangerous acts.

False. The guy would not have been shot had told the officer "my wallet is in the truck under the seat" rather than silently stopping, pausing to contemplate his actions, then diving into the truck. Very foolish actions.....

In my sportbike and sports car days I got pulled over once a month. You learn on your very first stop not to jump out of the vehicle like this fool did. It doesn't take getting pulled over a lot to figure this out.

It was a jump/dart/too quick of a reach into the truck. Not at all surprised he got capped for it.
This is why cops always say SLOWLY raise your hands, SLOWLY get out of your vehicle. They are trained to blow someone away if they act like this guy did.
