Robbery isn't on the top 10 of things I'd worry about driving between TX and VA. None of them are very high, so I'd just buy the car, drive it there, and fly back.

Can a concrete pump truck pump sand?

IMHO you need something that flows better than sand if you're trying to fill the cistern 100% full. Otherwise you're just going to create a pyramid below the opening that sounds difficult to access to spread around.

How likely is this valve repair to turn into a fiasco?

I found the engineering drawing which says the o-rings are EPDM (poor oil resistance), so I'm not going to try any penetrating oil. The valve brochure does seem to confirm it's only 90° with the mention of #7 "integral checks" to limit the 1/4-turn operation. This isn't EBMUD...it's up in the...
