Program for batch encoding mp3's to different bitrate?

I have about 9k mp3s and I generally wanted to keep them at a high bitrate for good quality playback. Now I'd like to compress those songs down to have another set of my collection that is all at 96 kbps or so for putting on my mp3 player to take on long bike rides, etc. Is there a program...

Oh yeah, I should add that the guy of course 'needs' his data and doesn't have any backups and the computer is a Systemax which is evidently tied with Tiger Direct. All things considered, I'm quite worried that this is going to go badly for the customer.

Fresh OS install

While I stop well short of chastising you for asking the question, I would say the answer is "Ask her." Everybody uses different stuff, and you're the only one with access to knowing her needs. You have an OS and basic protection, from that point on it's entirely personal choice and needs based.
