If cost is such an issue, why not get her an "old" Power Mac G5? My dual 2.5ghz G5 with 4gb ram has handled photos from a Phase One P45 without any problems. Hell, I know someone who still works with an original Power Mac G4 Cube. Photoshop isn't really all all that demanding, and, IMHO, it's...

45W Athlon 64 X2 spotted ...

puff puff pass? I'm guessing this will be most useful as a cheap cpu in those thin OEM desktops. Other than that, i don't see the point.

Will I need more power for this?

You have 25 amps total on the +12v line. It should be plenty, but if you're planning to use an x1900 (xt? gt?) and a 6800GT simultaneously, you could run into problems. The seasonic seems fairly solid. You'll probably be OK.
