This is quite similar to classical paranoia, or projection; not everyone has sinister intentions or ulterior motives when it comes to their experiences with video cards.

Even if the situation in Fukushima worsens I'm in no hurry to get out of Tokyo and neither are 99.5% of the Japanese people that I know. A few have taken off to Nagoya/Kyoto/Osaka for a short vacation (mostly to escape the daily M5.0+ aftershocks) but will be back soon.
Sorry, it was scheduled for maintenance in preparation for permanent shut down, not just regular maintenance. That might explain the lower fuel levels that I heard on TV (in Japanese mind you, so this is open to my translation mistakes).
The reactor was scheduled to go down for maintenance in April, so I heard it was at 5-7% of capacity in preparation for the shut down. This is second-hand info.
I'm fine. Tokyo was basically unaffected outside of a few fires and a lot of broken office equipment (and glassware in my apartment). I used to live in Miyako, Iwate. The city has been wiped out. I'm not sure what's happened to my friends and students.
