Acer erecovery

Looking for maximum $800 laptop, little gaming

Sempron 3400+ temprerature 26C?

I am sure that 26C is fine. My 939 3000+ runs at about 28-29C idle and probably 45-48C on full laod (OC CPU as well). I am sure your paste is fine. If the paste would have been improperlly applied your idle temps would be higher, not lower.

Changing the CPU multiplier vs changing FSB speed.

If you can change the multiplier then go for it, however, all CPUs these days are locked so FSB is the only way to do anything. If you have an unlocked CPU, changing the multiplier is the better way of the two.
