SOLVED:
Looking over the BIOS setting, there was an obscure option: "Intel BIOS guard" which i found to be enabled. After disabling it, I was able to flash the new BIOS with Q-Flash. This feature is such a random setting to have honestly. And in no documentation is one reminded to disable it...
i'm using the correct board revision, 1.0. i guess what i could try is resetting the BIOS to default settings.

i also tried flashing in the pre-boot/BIOS environment using Q-Flash, but that did not work either. should i try sequential flashing using older versions?
i also made sure to suspend bitlocker because i've had an issue before with having to re-enter the recovery key after a BIOS flash.

if you have access to computer's BIOS settings and if it is supported/available in the bios, you can probably have the computer wake on via timer/alarm if you're unable to do so using Wake-on-lan.
then of course, once you have the machine turned , you have the plethora of remote access options...
Yes, i was quite elated that I didn't have to disassemble the entire system and deal with shipping, waiting, and reinstalling. And of course it was satisfying to solve a problem.
I suspect that the default settings for the f5 revision may not have allowed the systemto boot/post

this motherboard has the battery glued onto a separate battery terminal connector. i couldn't loosen the connector due to tight space i'm working in so i manually cleared the CMOS by shorting the clear CMOS jumper as mentioned above...
thanks for the advice. it was late last night so i haven't had a chance to open up my case yet (it's a cramped itx case so didn't want to open it up so late). but i'll probably try to reset the CMOS or use method #3 above in the tutorial above to get the backup bios to load. it's kind of useless...
