I'm 90% sure it is in fact rule before policy. I've read it in an article on TechNet. Just can't remember which article.

This is an updated version of the previous with some answers fixed, some links added, etc.

There are still some questions in doubt. Most notably the questions 9, 50, 71, and 98 regarding replications. Dnslint, repadmin and sites and services are all acceptable answers, so my best guess is one or more of these got transposed incorrectly.
