After Further Review, Create Device access rule is right, but people giving wrong information why. If you want to understand, Quarantine IS part of the correct answer, but the questions asks what do you do FIRST. First you must Create the device policy. In order to allow a family of devices You either Allow all, Deny all or Quarantine. So You would Quarantine, then allow the One user. That being said, FIRST you must create the policy.

I passed the exam with 743 points. I think all of the questions was from the dump. This was my second shot and finally take the exam. I studied from Microsoft Inside out books , trainer book . More than 50% of the questions was not on the books. If you really want to learn something - read the Inside Out.
Watch out for the case studies .

The answer should be to apply a throttling policy to the user mailbox. Since there is no throttling policy answer , then it should be Set-Mailbox CMDlet with Throttling policy parameter.

Set-ResourcePolicy limits different settings that doesn't have anything with ActiveSync.
