It says minimum of file servers. For Sales Mangers you don't need one extra server just to give rights to change permission on their shared folders. Because of it 3 servers is right answer.

Why is the answer to Q21 3 servers? It seems 4 servers, one for each department, would be a better answer

yes they are 71 questions on exam A. but. if you choose Exam B. there are around 14 question for a testlet.

I would advice if the question box in the exam comes as a round 'one answer' option answer then A is correct but if it appears as the 'rectangular multiple answer' options, then choose A and E.

Self sign-in cert logon to office365 with AD is possible but note that you would be restricted as a user to configure outlook using office365,the logon windows would port out. meaning you need a trusted third-party authentication.

I would say 'YES' self sign on is possible but with users restrictions.
