Essentially, they have decided that the Quran is "hate material" and therefore banned. All copies of the book must be handed in voluntarily or face legal action. Reports also indicate that other religious symbols also associated with Islam have also been declared illegal.
The bad doesn't affect the religion itself, but by exploiting the "this text contains hate speech" loophole China might have found a way to practically ban Islam.
At this time, it seems as if this is limited to the northwestern region of Xinjiang, and there is no indication that it would be extended to all mainland china.
