Question NVMe SSDs perform better on Intel platform

It's not only still a problem, it's worse. The security fixes from agesa updates lowered my 3dmark SSD score on an otherwise unchanged system from 4200 to 3400 points. I reverted to an old agesa to confirm.

Those are likely hitting just CPU performance (same as Intel mitigations for Spectre, Meltdown, et. al.) not storage.

Is a CPU with a chiplet design much worse at SSD performance than a CPU with a monolithic design, considering that the same SSD and same speed interface is used? Would the results have been much better for the 7800X3D from the chart above if the 7800X3D used a monolithic design? I wonder if a 5700G would be much faster at SSD performance than a 5700X when using a PCI-E 3.0 NVMe SSD. I have a 7800X3D CPU and an MSI Tomahawk X670E motherboard and a few days ago I had a 2 second stutter in Flight Simulator on final approach to San Diego. Does it have anything to do with what I was reading in this thread? Would that same stutter still have happened if I was using a 14700K instead at the time it happened? I have 64GB RAM and Flight Simulator at the time was installed on a separate partition on my Samsung 980 Pro NVMe SSD.

How full is that SSD? It's possible that Windows was doing some background cleaning or downloading/installing updates or any other OS activity. How much of your RAM does MSFS use normally? You could try disabling the pagefile on all partitions and do a playthrough of an hour or two to see if you still experience a stutter. The stutter could also mean that the amount of data being fetched overwhelmed the max streaming rate of the SSD which shouldn't be impacted that much by the issue being discussed in this thread (texture streaming would involve cluster sizes greater than 4K. 4K transfers are more impacted by the AGESA security mitigations). You may want to go with a PCIe 5.0 SSD like the Crucial T700.

You would have bigger problem with a 14700K: thermal throttling.
