I am going to build a new system, an Intel Xeon based workstation primarily for work related applications, I found a good deal on a P-8136 28 core platinum processor, which is great for my apps however the base frequency is just 2.0 GHz and turbo boost to 3.7 GHz.

I also like to play games, my question how much does PC game performance rely on CPU base frequency today?

Hahah, LTT has a funny video about this sketchy "QS" cpu

Edit: It seems like it's a QS that works on a specific motherboard with specific bios. ~3.2GHz boost in games, in games it's probably on par with some intel core i7 from 7th gen.

Base clocks are only in effect when the whole CPU is used for a heavy workload, games are lighter workloads so clocks will be higher.
You can further help clocks along by confining games to a certain amount of cores, by default windows will use all cores which means that the power will be divided by all cores, by running games on fewer cores the CPU will be able to boost those higher since the other cores will be parked.

You can limit most games to 6 or at most 8 cores.

You are right, after some more research they are apparently Intel engineering sample processors after some research seems you need hacked bios for them to be recognized. No wonder they are so cheap and come pre-installed on such a motherboard.

Thanks for the tip, I will pass on those, and build a system using different on a retail Xeon.

Your best bet would be either a 7950x, since you do so much gaming and multicore-for work. OR a 32 core Genoa, but thats more expensive. The 7950x can now be had at $490 or less. The best deal on a Genoa is this at $600, yes it says 3.5 max, but my QS 9554's do 3.5 with all 128 threads loaded, so that seems low. More money, but still way more performance than a Xeon anything.

Edit: this one says 3.9, which I believe is more accurate.

I have been trying to figure out the same thing. I keep reading clock speed is more important than cores as long as you have at least 6 or 8. It probably depends on the game and how many cores it uses. I have observed that when I transcode with Handbrake which uses 8 cores maximum, my W-2145 which is also a Skylake with a base of 3.7Ghz, all 8 cores boast to 4.2-4.3Ghz. With 2 parallel tasks my E5-2695 V2 only boasts to 2.8Ghz. E5-2690 V2 hits 3.3Ghz but only uses 56% with one task. Not gotten a chance to test a V3 or V4.
