Given the wording, I think the 31 TOPS is CPU + 800M
Even assuming 4 AVX-512 running INT8 FMA at a throughput of one each cycle (which is very unlikely) that's 12 cores * 2 op * 64 vector length * 4 units = 6144 op/cycle. You'd need the 12 cores to run at 5 GHz which also is unlikely when running AVX-512 code.

Seems like the tides are changing. Nvidia RTX AI Laptops designs are using AMD Strix Point as the the CPU of choice. A huge change from past years where Intel usually got the socket for these types of design wins.
