When the rest of the world reaped the peace dividend of the cold war, South Korea just kept building for war. Purchasing, licensing foreign, designing their own, etc. When their economy boomed, they bought a military, and the production to make and keep it going. For them, the Korean War isn't something that happened "over there".

South Korea designed their military to churn out a 4.5 million trained and equipped army in 1 month, and equipped with the best. Tanks, artillery, etc.
South Korea currently fields 720 aircraft in its air force including F35, F15K, F16C, etc.
South Korea's navy is launching ships every bit as good as anything the US has, with a fraction of the build time, at a fraction of the cost. Keep in mind they are not building to fight half way across the world, but for a knife fight next door. Subs, Destroyers, Frigates are oriented as such, with missile defense as a priority.
The ground based missile defense is already the best in the world, with South Korea preparing to face for against North Korea / China for a long time now.
The thing about South Korea is it has what the US and the rest do not have. Staying power. The ability to build, keep building, to do it fast, and to do it for a fraction of the cost. They can make things, and have been preparing for war for 33 years while we reaped the peace dividend. This is what makes them the Great Power.

This is about the endless 105mm ammunition stockpile.It seems that the Ukrainians have been provided a Hawkeye for testing in combat. Surely easier to dig a concealed emplacement for than the big 155mm SPGs.
