India is operating the same way, it's just that their definition of terrorist is extra wide. We disagree on who should be handed over. They take unilateral action.We go after murderers and terrorists when other options have been exhausted and host countries are either incapable or unwilling to assist bringing those folks to justice. See Pakistan. Folks that almost always have blood on their hands btw, rather than dreams of democracy at home. Kind of a big difference.
